That adolescent bear was a fair match for a boy celebrating his tenth year. What you must do is enter the frozen north for a bear that has seen some winters.
Travel to High Pass and search the wilds for an Assertive Ursus - a seasoned bear who has awoken from their hibernation and is trying to prove himself to find a suitable mate. Wrestle the bear until it is unconscious - this means you cannot wear any armor (belt and cape included) or be in a party. Return to Viktor Radziuk at the Market Square in Altdorf when done.
