The magistrate's records are indeed all women, at least the portion of the book that survived. Given his hostility and the evidence against him, you figure it is best to deal with him as he did with other heretics, and let the templar Felix Saben deal with the rest.
Take Magistrate Klaud Frollen's limp body and hang it on a pyre. The flames will decide if he was a heretic. Return to Felix Saben at Hergig Landing with the Magistrate's Records for him to do with as he deems fit.
