You open the sealed missive and find that the original letter from the Harridan-Seer is not inside the missive, only a translation. The missive is written by a witch hunter by the name of Karlof Heinbach, and it was an instruction to the individual who you killed to deliver the missive to Salzenmund. The original is still in Heinbach's possession. The original must be found and the the translation needs to be destroyed. Heinbach mentioned that he'll be at the foot of the cliff below Arnholdt's Company, and to light a signal pyre to draw his attention.

Travel to the base of the cliff below Arnholdt's Company and use the translated list of Salzenmund Chaos sympathizers to light the signal pyre to draw out the witch hunter Karlof Heinbach. Kill him and ensure that any copies of the Harridan-Seer's list are destroyed or brought back to Vilkynn at the Blessed Gathering warcamp. WARNING: This opponent is more powerful than normal, bring a friend or two.
