As a reward for your struggle during Twilight's Tide, you have been given a scroll which promises to teach you the techniques to extract the Winds of Magic from crystals rich in Aethyr upon, crystals only found upon the isle of Ulthuan. Before you can learn to handle aethyr, first you must mine some crystals rich in the resource.
Venture into the ORvR lakes and search for ore deposits. Mine them, but be careful for your enemies who may also be trying to harvest Ulthuan's resources during Twilight's Tide. Also note that once mined, a resource deposit will be exhausted for a while.
