Make your way to the center of the Vortex and use the Fallen Archmage's Staff to summon the heir of Hargrim Dreadaxe, the Bloodthirster who Aenarion banished during the Battle of the Isle of the Dead. Kill him and return to Khyrathi Soulweeper in your capital for your reward.
