The Breaker Was Broken

My fool of a cousin clawed like a harpy to join the Witch King's expedition to the Inevitable City. The Winds of Chaos are perhaps strongest at the Inevitable City, certainly stronger than anything we could experience at Naggaroth. He was convinced that these winds had immense potential to mutate powerful beasts, and as such his pride led him to believe that it was his destiny to break those beasts. Find the fool and tell him his House demands he return to our side in the struggle for Ulthuan.

Travel to the Inevitable City and enter the Sacellum Holding Pits where Beastmaster Graefin is likely to have wandered into. Find him and tell him he is ordered to rejoin his House in the Shadowlands.
