The Dark Lord demands sacrifices from the conquered lands, sacrifices to amplify his greatness. The Lord of Change offered these people a chance to live under his divine mercy, but they refused. Their refusal is their death. Those who resist the Raven Host and fight against us deserve death, a death in which their souls will be harvested and fed to the Raven God's forge. They will fuel the Fires of Change.
Thin out the population of barbarous bandits for Orn Ferger southeast of Volgen to earn favor with the Raven God. Return to Orn Ferger when you have slain them. This quest is repeatable once daily.
