Hm... we may have to search further afield for more information. Atop the ridge is a Raven Host camp, a camp of warriors, not cultists. They are likely to have some sort of orders sent to them among their possessions.
Travel to the Valley of the Damned and search among the Raven Host tents for something that may have orders sent to the Raven Host warriors.
