The scout's report is not inside this message pouch! Did you not check it before you returned to me? Perhaps it fell out... perhaps it was never in the pouch... I will not lay the blame on you losing it, but instead hope that it was never in the satchel. That means that the only hope we have to retrieve that report is in finding the missing scout. If you did not see the scout's body in the Howling Vale then it is likely the scout attempted to flee. Clearly they did not flee down the road to Wolfenburg or we would have seen them. That means you should start your search west of the Howling Vale.

Search the forest west of the Howling Vale for signs of the missing Griffon Scout.
