Upon scaling to the top of the tower you find the notes of a Raven Host warrior pinned to the floorboard with a nail. Apparently he had to leave before delivering the notes to his superior. The notes start with an order signed by Vilkynn to observe the Empire soldiers' movements in New Emskrank, followed by details written by the observer. Perhaps if you deliver the report to Vilkynn you will be rewarded.
