The High Elves are trying to awaken the dragons of Dragonwake by speaking into the flames. The fools do not know that Malekith has claim to this land and all things living on it, and under it. Dragonwatch is where the Keepers ... keep their watch, as if that was not evident enough by the name. Go there, silence the Keepers and let the dragons slumber until Malekith is ready to break them.

Travel to Dragonwake and complete the Dragonwatch Falls public quest there. Return to Khyrathi Soulweeper in your capital for your reward. NOTE: Taking this quest will prevent you from taking "Dragons of Dragonwake - Dragon's Bane" or "Dragons of Dragonwake - The Dark Soul" (which is level 32+)
