If we are to slaughter our enemies and make sure that their bodies do not rise again during the presence of a full Chaos Moon, then we should ensure there is nothing left to rise. Salzenmund waits to be conquered in the south. Take the city and raze it to the ground so there is nothing left to rise against the Raven Host.
Travel to Nordland and complete the Salzenmund public quest. Speak to Kadmine Skullshaver at the Monolith in the Inevitable City when done.
