Unequip any piece of gear with a Talisman slot. Shift + Right Click the gear from your bag to open a slotting window, then move in your Talisman and hit Fuse to increase your stats. Once you slot the talisman, speak to Reginald Vance at the Warcamp nearby to complete the quest.
